Job Description

The Center for Organizational Excellence, Inc. is a management consulting firm serving the federal government with expertise in organizational transformation across the areas of Organizational Effectiveness, Human Capital, Data, and IT. We are looking for a proven and energetic Managing Director candidate to play a key role in leading our consulting organization and sustaining COE's strategic growth agenda.

The Managing Director position is responsible for the effective execution of all client engagements and directly supporting company growth and a member of the leadership team. The role manages and directs a portfolio of Lead Consultants, project managers and staff, ensuring high quality delivery and focusing on developing and growing the business. This role is responsible for developing strong executive-level relationships with client and prospect agencies, participating in and overseeing critical aspects of delivery to ensure the best possible client outcomes, and identifying, developing, and closing new business. This role requires the incumbent to be directly engaged in account management.

The Managing Director will have proven, broad, and deep experience in the Federal market and other sectors and have the skills to raise the bar in market position. It requires the incumbent to possess strong expertise in COE service lines. This role also requires a motivated self-starter with advanced critical thinking skills who can build relationships and maintain momentum with existing and new opportunities. As COE spans both management and technology consulting, and provides services that incorporate both, this position requires a person who is comfortable in and can effectively function across both.


This role will include, but will not be limited to the following:

  • Leading the management of all COE consulting staff to achieve high quality solutions for our clients that are measurable and consistent with our values.
  • Participating in COE’s strategic development of goals, initiatives, and programs.
  • Developing, maintaining, and expanding positive and trusting client relationships for the purpose of ensuring COE is positioned to provide outcome-based services and grow our business opportunities within the client organization and across client organizational components.
  • Taking a leadership role with others in the development and implementation of expanded and new business development and capture strategy and tactics that succeed in growing revenue and value-added solutions.
  • Providing thought leadership and win strategies for bid and proposal efforts. Providing thought leadership in the capture and retention of intellectual capital associated with COE’s current and future services offerings.
  • Supervising leads, project managers, and staff. Directing the on-boarding, development, and performance of COE staff ­ to ensure alignment with COE mission, goals, and values. Inspiring staff to perform with high expectations and being the promulgator of COE’s desired values and culture.
  • Providing direction and guidance to staff and clients on effective approaches, decisions, and quality outcomes consistent with valid and professional methods that result in meaningful outcomes for our clients.
  • Providing leadership and management on assigned projects and initiatives. Providing client management for designated clients at an executive level to include relationship management, financial management, and successful completion of engagements.
  • Planning, identifying, and negotiating with internal and external teammates that improve COE’s ability to meet our client’s needs with high-quality solutions that improve our competitive position.
  • Serving as a member of the COE leadership team.

Experience and Skills

  • Graduate degree and 15+ years of experience in the federal government market, including contracts, and proposals. Experience must be consistent with COE service lines.
  • Exhibit experience with client delivery, opportunity identification, capture, and proposal development
  • Ability to conceptualize a vision for winning, to develop a capture plan that implements the vision, adjust the vision as the procurement unfolds, and to manage the capture activities and team to achieve the vision.
  • Ability to select, develop, and align high-quality staff and expert resources as well as inspire staff to perform high-quality and innovative work.
  • Solid energy, initiative, problem solving, and coping skills.
  • Strong management, teamwork, and interpersonal skills against difficult due dates and timelines.
  • Strong written and verbal skills to effectively communicate at all levels in government and industry. Exhibit the acumen to represent a professional organization at all levels.
  • History of ethical and value-based performance.
  • Demonstrated ability to develop follow-on business with existing customers and acquire new business.
  • Thrives in an environment characterized by problem-solving, rapid pace, tight schedules, high quality delivery, and working across multiple entities and capture events.
  • US Citizenship required.
