We are seeking a Federal Contracts Manager to be responsible for a wide range of contract management and pricing activities in the Federal contracting environment. This position reports to the Vice President (VP), Finance & Operations and plays an integral role to ensure contractual compliance of new bids and proposals and support contract maintenance related responsibilities.

The primary worksite location for this position will be our headquarters office in Rockville, MD, however this position can be performed as a remote assignment.


Your role will initially include, but will not be limited to the following:

Contracts / Client Delivery Support

  • Prepare and negotiate Non-Disclosure Agreements, Teaming Agreements, Subcontracts, Independent Contractor Agreements (ICAs) and other related agreements for VP approval and signature.
  • Lead contract development, administration, tracking, and analysis, as well as communication of supplier performance and contract compliance.
  • Interface with contracting representatives (i.e., Contracting Officers, DCAA, DCMA) as well as COE’s vendors, executive team, and legal representation.
  • Review and assess all contracts, including subcontracts, for key terms and conditions and propose recommendations, where possible, to protect COE’s interests.
  • Serve as the primary contact for communications with government, partner contracting officers, and team partners. Represent COE in a professional, solutions-oriented, and ethical way.
  • Review and certify contract modifications for VP approval and signature.
  • Review and maintain records of contract funding, spending, and any modifications to stay abreast of contract periods of performance, funding, and options.
  • Prepare contract close out documents for VP signature.
  • Review and manage Contractor Performance Assessment Reporting System (CPARS).
  • Prepare and file contract reports such as GSA IFF Quarterly Fee Reporting, Subcontract Reporting, update of SAM records, and other reports as required for contract compliance.
  • Assist in proposal process and review all terms and conditions for each submittal to ensure company response answers the government requirements. Reviews all FAR and flow down clauses and advise as needed.
  • Meet with technical staff and elicit their requirements to develop related acquisition documents.

Experience and Skills

  • Minimum of 5 years of experience with federal contract management, pricing, and/or proposal pursuit.
  • Bachelor’s Degree in Business Administration, Management, Law, Accounting/Finance or related experience.
  • Experience with small business consulting firms servicing the federal government preferred.
  • Knowledge of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations Supplement (DFARS).
  • Experience working with GSA and managing large schedules and MAS contracts (GSA MAS, HcATS, Oasis).
  • Comprehensive knowledge of U.S. Government service-type contracts of all kinds: Time and Materials, fixed-firm price contracts, cost reimbursable, etc.
  • Experience managing the full procurement-cycle from design, award to management.
  • Ability to maintain high quality in a team-oriented, rapid paced, and time sensitive environment.
  • Strong problem-solving capabilities with the ability to visualize and communicate solutions.
  • Proficient in Microsoft Office tools.
  • Thrive in a management structure where supervision is minimal and high standards are required.
