We are seeking a Director to be responsible for the effective execution of client projects and company growth. The role manages and directs a portfolio of projects and staff, ensuring high quality delivery and focusing on developing and growing the business. This role is responsible for developing strong executive-level relationships with client and prospect agencies, participating in and overseeing critical aspects of delivery to ensure the best possible client outcomes, and identifying, developing, and closing new business. This role requires the incumbent to be directly engaged performing client engagement work as well as account management.

This is primarily a telework assignment, with occasional travel to our HQ in Rockville, MD and to local client sites within the Washington DC/Metro area.


This role will include, but will not be limited to the following:

  • Help clients achieve results and measurably improve their organizational effectiveness consistent with COE values and methods, across all service lines as a practitioner and account lead.
  • Participate in COE’s strategic development of goals, initiatives, and programs.
  • Develop, maintain, and expand positive and trusting client relationships for the purpose of ensuring COE is positioned to provide outcome-based services and grow our business opportunities within the client organization and across client organizational components.
  • Lead the development and implementation of a detailed business development and capture strategy and tactics that succeed in growing revenue and value-added solutions within an assigned market sector based on company targets.
  • Provide thought leadership and win strategies for bid and proposal efforts. Provide thought leadership in the capture and retention of intellectual capital associated with COE’s current and potential new services offerings.
  • Supervise project managers and staff. Hire and direct the on-boarding, development, and performance of COE staff ­– and if necessary, off-board staff – to ensure alignment with COE mission, goals, and values. Inspire staff to perform with high expectations and be the promulgator of COE’s desired values and culture.
  • Provide direction and guidance to staff and clients on effective approaches, decisions, and quality outcomes consistent with valid and professional methods that result in meaningful outcomes for our clients.
  • Serve as a project manager and provide leadership and management on assigned projects and initiatives. Provide client management for designated clients to include relationship management, financial management, and successful completion of engagements.
  • Plan, identify, and negotiate with internal and external teammates that improve COE’s ability to meet our client’s needs with high-quality solutions and improve our competitive position.


Experience and Skills

  • Graduate degree and 15+ years of experience in the federal government market, including contracts, and proposals. Experience must be consistent with COE business model and service lines.
  • Exhibit experience with client delivery, business development, and proposal development experience
  • Ability to conceptualize a vision for winning, to develop a capture plan that implements the vision, adjust the vision as the procurement unfolds, and to manage the capture activities and team to achieve the vision.
  • Ability to select, develop, and align high-quality staff and expert resources as well as inspire staff to perform high-quality and innovative work.
  • Effective intuition, problem solving and coping skills.
  • Strong management, teamwork, and interpersonal skills against difficult due dates and timelines.
  • Strong written and verbal skills to effectively communicate at all levels in government and industry.  Exhibit the acumen to represent a professional organization at all levels.
  • History of ethical and value-based performance.
  • Demonstrated ability to develop follow-on business with existing customers and acquire new business.
  • Thrives in an environment characterized by problem-solving, rapid pace, tight schedules, high quality delivery, and working across multiple entities and capture events.
  • US Citizenship required.
