About the Role: COE is seeking a Director to be responsible for the effective execution of client projects and company growth. In this role, you will manage and direct a portfolio of projects and staff, ensuring high quality delivery and focusing on developing and growing the business. This is primarily a telework assignment, with occasional travel to our HQ in Rockville, MD and to local client sites within the Washington DC/Metro area.

BUSINESS DEVELOPMENT

  • Lead the development and implementation of a detailed business development and capture strategy and tactics that succeed in growing revenue and value-added solutions within an assigned market sector based on company targets.
  • Develop, maintain, and expand positive and trusting client relationships for the purpose of ensuring COE is positioned to provide outcome-based services and grow our business opportunities within the client organization and across client organizational components.
  • Provide thought leadership and win strategies for bid and proposal efforts. Provide thought leadership in the capture and retention of intellectual capital associated with COE’s current and potential new services offerings.

PROGRAM MANAGEMENT

  • Participate in COE’s strategic development of goals, initiatives, and programs.
  • Provide leadership, management, and guidance to project managers and initiatives.
  • Plan, identify, and negotiate with internal and external teammates that improve COE’s ability to meet our client’s needs with high-quality solutions and improve our competitive position.
  • Supervise project managers and staff. Hire and direct the on-boarding, development, and performance of COE staff ¬– and if necessary, off-board staff – to ensure alignment with COE mission, goals, and values. Inspire staff to perform with high expectations and be the promulgator of COE’s desired values and culture.

CLIENT ENGAGEMENT

  • Develop strong executive-level relationships with client and prospect agencies, participating in and overseeing critical aspects of delivery to ensure the best possible client outcomes
  • Help clients achieve results and measurably improve their organizational effectiveness consistent with COE values and methods, across all service lines as a practitioner and account lead.

Experience and Skills

Basic Qualifications

  • 12+ years of experience in the federal government market with 5+ of those years being in contracts, client delivery, business development, and proposal development experience. Graduate degree desired. May be substituted with additional years of experience.
  • Experience consulting or providing client facing solutions through organization effectiveness, data innovation, information technology and/or human capital services.
  • Must be eligible to obtain and maintain a DoD security clearance

  • Ability to conceptualize a vision for winning, to develop a capture plan that implements the vision, adjust the vision as the procurement unfolds, and to manage the capture activities and team to achieve the vision.
  • Ability to select, develop, and align high-quality staff and expert resources as well as inspire staff to perform high-quality and innovative work.
  • Effective intuition, problem solving and coping skills.
  • Strong management, teamwork, and interpersonal skills against difficult due dates and timelines.
  • Strong written and verbal skills to effectively communicate at all levels in government and industry.  Exhibit the acumen to represent a professional organization at all levels.
  • History of ethical and value-based performance.
  • Demonstrated ability to develop follow-on business with existing customers and acquire new business.
  • Thrives in an environment characterized by problem-solving, rapid pace, tight schedules, high quality delivery, and working across multiple entities and capture events.
