About the Role

In anticipation of a contract award, COE is seeking customer-focused mid and senior level Business Analysts (BA) to provide expert consulting in assessing organizational efficiency and effectiveness for our federal client to optimize their efficiency and effectiveness of all aspects of organizational performance. This position is a hybrid role with primary focus on telework with occasional travel to local client site(s) within the Washington DC/Metro area. Some travel may be required.


The candidate should apply with proven experience to execute the following:

  • Based on established and developed protocols, assess all aspects of organizational performance including governance, talent, performance tools and systems, workload, and external influences on the organization. Analyzing the organization, including historical structures, changes within the organization, and prior and current staffing models.
  • Ability to interview staff, analyze data, observe performance, assess policy, process, technology systems, and outputs and outcomes consistent with the organization’s mission and other aspects of structure and stakeholders.
  • Preparing data, reports, analysis, and findings for client senior leaders as integrated across findings and implications within a team environment.
  • Executing change management and communications plans to support organizational change.
  • Provide ad hoc support to other related areas as needed.

Experience and Skills

  • Must have prior experience working with the Federal Government. Candidates without Federal experience will not be considered.
  • Mid-level 3-5 years of experience eliciting, gathering, documenting, and tracking business requirements and a bachelor’s degree in a related field preferred. Additional years of experience may be substituted in lieu of a degree.
  • Sr. level 8+ years of experience assessing organizational performance, eliciting, gathering, documenting, and tracking business requirements and an advanced degree in a related field preferred. Additional years of experience may be substituted in lieu of a degree.
  • Strong verbal and written communication skills.
  • Extremely detail oriented with strong analytical skills with the ability to quickly learn and assimilate new skills and methodologies.
  • Ability to present ideas in user-friendly language, document system processes and procedures in a clear manner.
  • Experience working in a team-oriented, collaborative environment.
  • The ability to multi-task, prioritize commitments, and manage time effectively.
  • U.S. Citizenship is required.
