About the Role

COE is seeking an experienced, motivated Project Manager to support a multi-year Program Improvement project for the US Forest Service. This position will support a Senior Program Manager and lead the execution of the national evaluation of their Wildfire Crisis strategy encompassing the review, planning, prioritization, and monitoring of this mission critical program to reduce the threat of uncontrolled forest fires in the West. The Project Manager will be integral to COE’s success in stakeholder management, remote facilitation, strategic communications, program evaluation strategies, and providing recommendations for process and program improvements. This is primarily a hybrid work assignment, with occasional travel to local client site(s) within the Washington DC/Metro area and limited travel to Western client locations.

Responsibilities

The candidate should apply with proven experience to execute the following:

  • Good understanding of Emergency Preparedness and Response Planning. Experience with emergency management and/or Fire prevention strategies is a plus.
  • Managing and executing project engagements/tasks, supervise contract personnel interfacing with senior client leadership, and ensure the quality of overall deliverables.
  • Responsible for the overall performance of the BPA call such as formulating work standards; assigning contractor schedules and resources; reviewing performance, cost, risk, and budget information.
  • Responsible for communicating policies, purposes, and goals of the organization to build and lead effective, energized teams.
  • Ensure the desired results by adhering to the project scope, project planning and scheduling, and allocating appropriate resources.
  • Interface with client sponsor on all aspects of the program.
  • Ability to leverage tools and techniques and methods from other projects.

Experience and Skills

Required Experience

  • Must have prior experience working with the Federal Government. Candidates without Federal experience will not be considered.
  • Bachelor's degree and eight (8) years of experience, master’s degree and six (6) years of experience in business, management, information systems or other related fields.
  • Strong background in project management.
  • Demonstrated ability to provide guidance and direction to staff and possess expertise in the management and control of funds and resources, establishing requirements and procedures for responding to statements of work for BPA call, and preparing deliverables.
  • Ability to lead and integrate elements of complex projects to achieve desired results by setting strategically aligned goals.
  • Other areas of expertise may include business process reengineering, statistical process control, individual and organizational assessment and evaluation, process modeling and simulation, strategic and business planning, performance measurement, organizational development, change management, and the development of leadership/management skills.
  • Must possess strong facilitation and cross-functional team facilitation skills.
  • History of ethical and value-based performance.
  • US citizenship is required.
  • Willing to work in a hybrid environment as described above.
