About the Role

In anticipation of a contract award, COE is seeking an experienced, motivated Agile Portfolio Program Manager to lead a project centered around HRS. The Agile Portfolio Program Manager will be integral to COEs success in stakeholder management, strategic communications, program evaluation strategies, and providing recommendations for process improvements. This is primarily a hybrid work assignment, with occasional travel to local client site(s) within the Washington DC/Metro area.

Responsibilities

The candidate should apply with proven experience to execute the following:

  • Manage operational processes used to deliver HR programs and projects.
  • Apply Agile methodologies to aid in managing a suite of product and service teams.
  • Ability to organize and facilitate portfolio planning and management across programs.
  • Provide enterprise-wide program planning and execution.
  • Effectively collaborate across organizational barriers to accomplish high priority and high visibility goals.
  • Coach others on effective Agile development practices, including facilitating group discussions to solve problems and build consensus around solutions.
  • Gather and analyze agency customer needs and develop, test, and deploy HR technology.
  • Develop methods and tools to optimize HR operations.

Experience and Skills

  • Must have prior experience working with the Federal Government. Candidates without Federal experience will not be considered.
  • Program Manager with related educational degrees and certifications, including PMP.
  • Possess strong management, communication, customer service, and consulting skills.
  • Must possess HRIT and HCM.
  • Demonstrated experience with enterprise-wide program planning and execution.
  • Ability to lead people in an environment of high values and clear performance standards, paying attention to details.
  • Proven ability to develop scalable methodologies and tools to optimize HR operations and streamline core processes.
  • History of working with a large organization.
  • Ability to work on a team.
  • History of ethical and value-based performance.
  • Ability to obtain or already possess a Public Trust security clearance.
  • U.S. Citizenship is required.

Target Salary, Commensurate with Experience: $130k - $190k
